BELLINGHAM, Wash. (AP) ? Investigators believe two people missing after a large fire ripped through a marina in northwest Washington state were trapped aboard a burning boat that sank during the blaze.
The fire destroyed much of a dock at the Bellingham marina early Friday. It was difficult to fight because of its size, and crews didn't have a fire boat, Fire Department Assistant Chief Roger Christensen said.
The city decommissioned an old fire boat last year and didn't replace it because of the cost.
"We were unsuccessful in securing funds to replace it," Christensen said. "We could have used it today."
There was no early indication of the fire's cause.
Authorities identified the missing people as 43-year-old Jim Langei and 33-year-old Sterling Taylor.
Police Sgt. Shawn Aiumu said there was a call from the boat on which the two lived when the fire broke out. He said divers will try to search the boat, but doing so will be dangerous because of the amount of debris in the water.
"The whole thing collapsed on the boats," Aiumu said. "It's just a mess."
"We got a portion of a call from the boat," he said. There's a high probability they were trapped."
As many as 10 vessels were in the private boathouse at the marina at the Port of Bellingham when the fire was reported around 5:30 a.m. Flames had spread to several boats when firefighters arrived, and eventually the roof collapsed. No firefighters were injured.
The boathouse and the vessels were a total loss. Officials couldn't tell Friday afternoon exactly how many boats were inside, but they likely had several hundred gallons of fuel on board.
Port of Bellingham spokeswoman Marie Duckworth said port employees immediately deployed booms to contain spilled fuel. The Coast Guard and state Ecology Department were overseeing the cleanup, which is expected to take several days.
Fuel tank explosions could be heard as thick, black plumes of smoke rose from the marina and drifted into Bellingham, The Bellingham Herald reported.
One witness, Mike Allsop, told the Herald most of the vessels were high-end fiberglass pleasure boats about 40 feet in length.
When Bellingham officials were considering selling the fire boat Fire Belle last year, Fire Chief Bill Boyd was reluctant and said it was necessary to provide basic fire and emergency medical services, the Herald reported.
City officials said the boat was not getting enough use to justify the cost of about $30,000 a year.
Mayor Kelli Linville, who has been in office since January, said the decision not to have a fire boat was made before she assumed the job. She said it would ultimately be a City Council decision whether to now replace it.
"Part of the investigation will be whether a fire boat would've helped with this tragedy," she told The Associated Press. "Right now we want to just find out what happened."
ScienceDaily (Mar. 28, 2012) ? In ancient Earth history, the sun burned as much as 30 percent dimmer than it does now. Theoretically that should have encased the planet in ice, but there is geologic evidence for rivers and ocean sediments between 2 billion and 4 billion years ago.
Scientists have speculated that temperatures warm enough to maintain liquid water were the result of a much thicker atmosphere, high concentrations of greenhouse gases or a combination of the two.
Now University of Washington researchers, using evidence from fossilized raindrop impressions from 2.7 billion years ago to deduce atmospheric pressure at the time, have demonstrated that an abundance of greenhouse gases most likely caused the warm temperatures.
Their work, which has implications for the search for life on other planets, is published March 28 in Nature.
"Because the sun was so much fainter back then, if the atmosphere was the same as it is today the Earth should have been frozen," said lead author Sanjoy Som, a postdoctoral researcher at NASA's Ames Research Center, Mountain View, Calif., who conducted the research as part of his UW doctoral work in Earth and space sciences.
He and his coauthors -- David Catling and Roger Buick of UW Earth and space sciences; Jelte Harnmeijer, a UW graduate now at the Edinburgh Centre for Low Carbon Innovation in Scotland; and Peter Polivka, a UW graduate student in civil engineering -- set out to determine how the ancient atmosphere differed from that of today.
Knowing the atmospheric pressure of a given period can help scientists understand in better detail the overall nature of the atmosphere at that time. For example, substantially higher pressure would be needed for a phenomenon called "pressure broadening," which allows existing greenhouse gases to absorb more radiation and warm the planet. That has been speculated as a reason for the warmer conditions on ancient Earth.
But precise measurements of atmospheric pressure date only from the invention of the barometer in 1644. The new work allowed the scientists to determine limits of ancient air pressure by comparing raindrop impressions from today with the fossilized impressions from a time when there were no plants or animals on Earth but the planet was teeming with microbes.
The sizes of raindrop impressions depend on raindrop velocity, the atmospheric pressure and the composition of material into which the raindrops fall. Previous research has shown that at Earth's surface raindrops won't exceed a little more than a one-quarter inch in diameter. That also is the largest a raindrop could have been to create the largest fossilized impressions, regardless of the atmospheric pressure.
Those large raindrops in today's atmosphere fall at about 30 feet per second, but if the ancient atmosphere was thicker that speed would have been lower and the maximum size of imprints left behind would be smaller.
Buick and Harnmeijer poured latex over the raindrop impressions in fossilized volcanic ash found in South Africa, then returned the latex peels to Seattle, where high-precision laser scanning produced detailed measurements.
Meanwhile, to get a measure of raindrop impressions under present-day atmospheric pressure, Som and Polivka used a pipette to release varying sizes of water drops down an open stairwell into recent volcanic ash collected from Hawaii and Iceland, held in a tray nearly 90 feet below. The ash was of similar composition to the rock in which the fossilized raindrop imprints were found. The scientists used liquid plastic and hair spray to harden the impressions, which then were scanned with lasers and the scans compared to the impressions from South Africa.
In comparing the raindrop impressions, Som determined that, if the biggest imprints were formed by the largest raindrops, the atmospheric pressure 2.7 billion years ago could have been no more than twice what it is today. But the largest possible raindrops are extremely rare, he said, so it is very likely that the pressure was the same, or even lower, than it is today. That would favor a buildup of greenhouse gases in the atmosphere to explain a warmer Earth, rather than the effect of pressure broadening.
Som, who earned a master's degree in aeronautics and astronautics before switching his emphasis to Earth and space sciences in the UW's astrobiology program, said the finding could prove important in the search for life on planets orbiting other stars, called exoplanets. That's because the Earth of 2.7 billion years ago was very different from what we know today, and yet it too supported abundant life in the form of microbes.
"Setting limits on atmospheric pressure is the first step towards understanding what the atmospheric composition was then. Knowing this will double the known data points that we have for comparison to exoplanets that might support life," he said.
"Today's Earth and the ancient Earth are like two different planets," he said.
The research was funded by NASA, the UW Department of Earth and Space Sciences and the European Commission's Coordination Action for Research Activities on Life in Extreme Environments.

WASHINGTON (AP) ? A federal judge on Tuesday blocked the importation of a drug used in executions on grounds the Food and Drug Administration ignored the law in allowing it into this country.
U.S. District Judge Richard Leon sided with lawyers for death row inmates in Tennessee, Arizona and California who want to keep out sodium thiopental, because it is an unapproved drug manufactured overseas. The Obama administration argued it had discretion to allow unapproved drugs into the U.S.
But Leon said the FDA's actions were "contrary to law, arbitrary, capricious, and an abuse of discretion." He said that plain language of the law says that an article that appears to be misbranded or unapproved "shall be refused admission."
Leon scolded the agency: "Put simply, this appears to be nothing more than the FDA, once again, stubbornly clinging to every last ounce of its discretionary authority!"
Sodium thiopental is an anesthetic used to put inmates to sleep before other lethal drugs are administered. The drug's U.S. manufacturer announced last year that it would no longer produce it, which forced corrections officials to delay many executions. Many of the nation's 34 death penalty states switched to an alternative drug, pentobarbital ? a point Leon stressed.
In addition to blocking the FDA from allowing the drug into the country, Leon also ordered the FDA to immediately notify any state correctional departments with foreign-manufactured thiopental that its use is prohibited by law, and that the drug must be returned to the FDA.
A lawyer for the death row challengers, Brad Berenson, said in an email that "it was especially gratifying that the court recognized that even the most despised members of our society are entitled to the protections Congress gave to all Americans in the Food Drug and Cosmetic Act."
The FDA declined to comment on the ruling or say whether it planned to appeal.
Leon, who was appointed by President George W. Bush, dismissed the FDA's contention that the death row inmates lacked standing.
"Here, the threatened injury ? that unapproved foreign thiopental will fail to anesthetize plaintiffs properly during execution, causing conscious suffocation, pain, and cardiac arrest ? is, to say the least, severe," the judge wrote. "Indeed, few in our society are more vulnerable than a death row inmate facing lethal injection."
Leon also said that the FDA was undermining its own policy of maintaining a closed drug distribution system designed to keep dangerous drugs out of U.S. commerce.
"By opening up the 'closed' drug system by allowing an unapproved drug ? thiopental ? into the United States, defendants jeopardize their own system and threaten the public health by creating a risk that thiopental could incorrectly end up in the hands of the general public," he wrote.

Bottlenose dolphins in Barataria Bay, Louisiana, are showing signs of severe ill health, according to NOAA marine mammal biologists and their local, state, federal and other research partners.
Barataria Bay, located in the northern Gulf of Mexico, received heavy and prolonged exposure to oil during the Deepwater Horizon oil spill.
Based on comprehensive physicals of 32 live dolphins from Barataria Bay in the summer of 2011, preliminary results show that many of the dolphins in the study are underweight, anemic, have low blood sugar and/or some symptoms of liver and lung disease. Nearly half also have abnormally low levels of the hormones that help with stress response, metabolism and immune function.
Researchers fear that some of the study dolphins are in such poor health that they will not survive. One of these dolphins, which was last observed and studied in late 2011, was found dead in January 2012.
NOAA and its local, state and federal partners started the Barataria Bay dolphin study in 2011 as part of the Natural Resource Damage Assessment (NRDA), the process for studying the effects of the Deepwater Horizon oil spill.
NOAA is sharing the preliminary results from the study so that stranding responders and veterinarians can better care for live stranded dolphins and look for similar health conditions.

Since February 2010, more than 675 dolphins have stranded in the northern Gulf of Mexico (Franklin County, Florida, to the Louisiana/Texas border)a much higher rate than the usual average of 74 dolphins per year, prompting NOAA to declare an Unusual Mortality Event (UME) and investigate the cause of death for as many of the dolphins as possible. The vast majority of stranded dolphins have been found dead; however, 33 have stranded alive and seven have been taken to facilities for rehabilitation.
In the spring, it is typical to see some newborn, fetal and stillborn dolphins strand, and there has been an increase in strandings of this younger age class during this UME in 2010 and 2011. Yet all age classes continue to strand at high levels. NOAA is working with a team of marine mammal health experts to investigate the factors that may be contributing to the dolphin mortalities.
Gulf Seafood Safety
Since the 2010 oil spill, the Food and Drug Administration, NOAA and the Gulf Coast states have used an agreed-upon protocol to test seafood and ensure that it is free of harmful oil and dispersant residues. NOAA opened federal waters to fishing after extensive testing, and the Gulf states continue to use the protocol to routinely test finfish and shellfish to ensure all seafood reaching the consumer is safe. Some waters in the northern Barataria Basin, a larger area that includes Barataria Bay, remain closed to commercial fishing, as visible oil is still present along the shoreline where the closures are in place. The joint protocol directs seafood safety testing to begin only after visible oil is gone.
NOAA and its state and federal partners are researching multiple ways Gulf dolphins may have been exposed to oil, including through ingestion, inhalation or externally. Dolphins could have routinely ingested oil from sediments or water while feeding or by eating whole fish, including internal organs and fluids such as liver and bile, which can harbor chemical contaminants. SOUTH SAN FRANCISCO (Reuters) - A Presbyterian court, in a case with implications for dozens of congregations exiting a denomination divided over homosexuality, convened on Thursday to decide if a California parish may break away with property worth millions of dollars.
Testimony began before the Synod of the Pacific, consisting of ministers and church elders from throughout the West, on a case stemming from a decision by the Community Presbyterian Church of Danville, an affluent San Francisco suburb, to join a more conservative denomination.
A San Francisco-area church governing body agreed in 2010 to allow the Danville congregation to keep real estate that had been appraised at nearly $14 million after its parishioners voted to split from the mainline Presbyterian Church U.S.A.
Critics of the move, however, have argued that the regional governing body lacked authority to approve the property transfer.
"We are here today because we believe the Presbytery of San Francisco has made an unauthorized gift of property," Joan Blackstone, a retired lawyer and church elder who represents opponents of the property transfer, said in opening statements.
Thursday's trial highlights deep divisions within the parent church and its 2 million members, as well as other mainstream Protestant denominations, over the ordination of gay clergy and blessing of same-sex unions.
Although it does not allow ministers to perform same-sex marriages, the Presbyterian Church allows its ministers to bless gay unions.
The synod's trial, held in a hotel banquet room near the San Francisco Airport, will decide whether the presbytery properly used the church's so-called "gracious-dismissal" policy to allow the Danville parish to leave with its buildings and more than 7 acres of land held in trust for the Presbyterian Church U.S.A.
The committee of local ministers "considered, prayed about it and decided the buildings should continue to be used by the Danville congregation as they continue to do God's work," the Rev. Joan Huff, a San Francisco minister who represents the presbytery, told the tribunal. "Grace is not always fair. Grace cannot be monetized. It cannot be bought, earned or won."
"It if could, it would cease to be grace," she said.
Blackstone urged the 10 commissioners hearing the case to consider the impact of their decision on church groups throughout the nation struggling with how to divide property.
OPENED CLERGY TO HOMOSEXUALS
The Presbyterian Church U.S.A. formally opened the ranks of its clergy to homosexuals last spring in a move that triggered a schism, prompting some opposed to gay clergy to form a new denomination, the Evangelical Covenant Order of Presbyterians.
The Presbyterian Church's pension board further alienated some conservative congregants this month by approving benefits for same-gender partners and their children starting next year.
Upset over differences in biblical interpretation of social issues, including questions of gay life and abortion, the Danville congregation began separating from the parent church in 2010.
They want to join yet another offshoot denomination, the Evangelical Presbyterian Church. That church believes "unrepentant homosexual behavior is incompatible with the ordination vows."
"This case is going to establish a precedent of sorts in the minds of people in this denomination," Blackstone said in her opening trial statement. "It's going to be considered by congregations as they request to be dismissed."
The Kentucky-based denomination has endured other splits in its history, including schisms over slavery and the ordination of women. But the Rev. Gradye Parsons, the highest-ranking official in the church general assembly, said some congregations that have left the fold during the past 20 years have rejoined.
"I think it's sad that people are leaving," he said. "I see it more as a separation than a divorce and hope someday we can be reconciled."
The Danville church, founded in 1865, consists of about 1,800 members.
The Rev. Scott Farmer, the church's senior pastor, served on a task force charged with writing the "gracious-dismissal" policy, Blackstone said. She questioned whether Farmer had a conflict of interest when the Danville church was the first to ask to be dismissed under the policy.
Farmer could not be reached for comment.
A website for the Presbyterian Lay Committee, a conservative advocacy group, listed 35 congregations that had started the process of separating from the denomination since July. The First Presbyterian Church in Colorado Springs, with more than 4,000 members, is the largest to take part in the exodus.
The synod is expected to issue a written decision next week.
Four Long Island Rail Road trains will be replaced with buses on trips to the last three stops on the Port Washington Branch for?about three?hours early Saturday morning.
The 1:19 a.m. and 3:19 a.m. trains from Penn Station to Port Washington will terminate at the Great Neck station, where riders can board buses and trains to Manhasset, Plandome and Port Washington.
The 2:10 a.m. and 3:40 a.m. trains from Port Washington to Penn Station will start in Great Neck. Riders can board buses and vans from Manhasset, Plandome and Port Washington to catch the train in Great Neck.
Riders should plan for an additional 30 minutes of travel time.
The service interruptions will come as LIRR crews are will be conducting track inspections. The work was scheduled for the overnight hours in order to impact as few riders as possible.

ScienceDaily (Mar. 21, 2012) ? A new assessment of wind energy in India by Lawrence Berkeley National Laboratory has found that the potential for on-shore wind energy deployment is far higher than the official estimates -- about 20 times and up to 30 times greater than the current government estimate of 102 gigawatts. This landmark finding may have significant impact on India's renewable energy strategy as it attempts to cope with a massive and chronic shortage of electricity.
"The main importance of this study, why it's groundbreaking, is that wind is one of the most cost-effective and mature renewable energy sources commercially available in India, with an installed capacity of 15 GW and rising rapidly," says Berkeley Lab scientist Amol Phadke, the lead author of the report. "The cost of wind power is now comparable to that from imported coal and natural gas-based plants, and wind can play a significant role in cost effectively addressing energy security and environmental concerns."
Even if the previously estimated potential of 102 GW is fully developed, wind would provide only about 8 percent of the projected electricity demand in 2022 and 5 percent in 2032. The new Berkeley Lab study has found the total techno-economic wind potential to range from 2,006 GW for 80-meter hub heights (an indication of how high the wind turbine stands above the ground) to 3,121 GW for 120-meter hub heights. Given these new estimates, the availability of wind energy can no longer be considered a constraint for wind to play a major role in India's electricity future.
Phadke and his team have been discussing their findings informally and formally with several key government agencies in India and have gotten positive responses. "The key agency in charge, the Ministry of New and Renewable Energy (MNRE), has now signed a Memorandum of Understanding with Berkeley Lab to collaborate on several issues related to potential estimates and wind energy integration," said Jayant Sathaye, who leads the International Energy Studies Group at Berkeley Lab.
Ranjit Bharvirkar, a senior consultant at Itron Inc. and one of the other authors of the study, said part of the motivation for reassessing India's wind potential came from recent reassessments of wind potential in the United States and China. Both found substantial increases over the previous assessments -- a ten-fold jump in China and a 50 percent increase in capacity in the United States and 400 percent by energy. Improved wind technology, including higher efficiency and hub heights, accounted for much of the increase along with more advanced mapping techniques.
The previous wind potential estimate in India of 102 GW is based on the assumption that only two percent of the windy land is available for wind power development. However, this assumption is not based on any assessment of land availability. The Berkeley Lab study undertook a systematic assessment of the availability of land using publicly available GIS (geographic information system) data on topography and land use and found a significantly higher availability of land that can potentially be used for wind power development, which is the primary reason for the higher potential estimates.
The study excluded land with low-quality wind, slopes greater than 20 degrees, elevation greater than 1,500 meters and certain other unsuitable areas such as forests, bodies of water and cities. The researchers obtained off-the-shelf wind speed data for heights of 80 meters, 100 meters and 120 meters from 3TIER.
The study also finds that the total footprint required to develop high-quality wind energy (that is, wind turbines at 80 meters with a capacity factor greater than 25 percent, which would yield a potential of about 543 GW in India) is approximately 1,629 square kilometers, or 0.05 percent of the total land area in India. The footprint is not large because, typically, only about 3 percent of a wind farm is occupied by the wind turbines and related infrastructure; the rest of the land can be used for other purposes.

The five daily habits have made ?a great ?impact on my life and on the lives of those I serve as a professional organizer.? I invite you to consider adopting them.
?Take six minutes to make your bed shortly after you get up.? Think of it as the transition that completes your nightly sleep time and begins your daily activities. ?Your bedroom will appear better organized and this task will provide you with your first successful accomplishment of the day.? At the end of the day, you will find that the experience of entering a nicely made bed is both comforting and calming.? Make this a ritual that affirms the importance of a restful night's sleep and provides a symbolic beginning and end to the day.
Take six minutes to center your mind and body.? Each morning, sit quietly for a few minutes to settle your thoughts and relax your body.? Listen to the sounds around you; imagine yourself in a serene and peaceful place; feel the beat of your heart; pay attention to the inhaling and exhaling of your breath.? This small investment in stillness will reap tremendous benefits throughout the day.? You will enter the day with a greater sense of well-being and a clearer mind.
Take six minutes to eat something nutritious.? No time for breakfast?? Try to have on hand something quick and easy such as a banana, a bowl of cereal, piece of whole wheat toast, instant oatmeal or a granola bar.? Get something into your system to kick start the day.? Your mind and body will work better and your ability to be organized and operate effectively will increase.
Take six minutes to go over your "to do" list.? One technique is to take a piece of paper and draw one vertical line down the middle and one horizontal line across the center to create four quadrants.? Use each quadrant to list different kinds of tasks you are facing for this day.? One quadrant can be for errands to run, another for appointments, a third for people to contact by email or telephone, and the fourth for action steps related to current projects on which you are working. ?Now that you have your list, take a second look and realistically assess whether or not your list is too big for one day.? If so, eliminate the non-priority tasks.? Making a daily to-do list will reinforce your awareness of what's ahead and allow you to visualize it all getting done effortlessly.? This will increase your chances of having a successful and productive day.?
Take six minutes to delete all incoming emails that are obvious junk.? Before you concentrate on the important business of the day, why not quickly clean out the spam and clutter in your in-box.? Not only will this reduce the amount of mail to which you need to pay attention, it will also bring what's really important into better focus.
